Q1: What does it do?

Q2: what is the recommended level of resolution? (Have Windows 8)

Higher resolution = better looking (smoother edge) shadows.
Vanilla value is 1024, recommended is as high as you can get unless you are on Intel 3000/4000 or 4 yo+ GPU.

8192x8192 results in performance issues and harder shadow boundaries:

Recommended 2k and 4k, or lower if performance issues.

increases the shadow texture resolution of all character's / npc's and some moving terrain.

sadly most terrain shadows are static and don't get scaled up.

i would recommend a setting of 2048 for mid to low end pc's and 4096 for highend ones.

don't bother with the 8192 one since you can't zoom in so much that you could tell the difference to 4096 but you do get actually more frame drops with 8k.
