If you are saying that the fact foils exists is new to you… yeah, we were all there at some point. Steam's standard FAQ regarding cards has moderate uses, to say it very mildly and politely. I learnt 90% of I know about cards, trading and whatnot by hands-on experience and through forums.
Anyway, as a rule of thumb, be ready that the really good-looking badges are usually the foil ones, and they cost sometimes 5-10 times as much as a level 5 normal badge* for a measly 100 XP. They really are for hardcore collectors only, or for those who want to show an additional level of love for the game (by spending a lot of money…).
*There are exceptions where a foil card cost like twice as much as a standard one, but those are usually tied to the few games played by millions every day.
