lol ok I get you are a fanboy and all but yea it IS the fault of game developers who make their game fixed to certain resolutions. If you hire me as a professional photographer but I set my camera to take 640x480 resolution pictures because it's more convenient for me should I expect that you know how to use photoshop to enlarge and enhance it the way you want it?
You would think a big company like Square Enix can add basic video options to their games when there are 5 man indie budget game studios that do this as a standard. Yes it is the fault of Square Enix for being lazy and literally pushing Ctrl+C and Ctrl+V and thinking they can just profit from it.
And the fact that video card manufacturers lost the ability to maintain aspect ration on screens is their fault. At least you can still set up custom resolutions in the drivers.
So yes, the 720p is Square's fault, but the bars on your screen in 720p is very much the laziness of your GPU's manufacturer. So blame both freely.
Far inferior alternative-wise but still something you should know about is that you can just go into your video card's settings and tell it to handle scaling your display which should fix the black bars in any game that doesn't run at your monitor's native resolution.

13-2 will have resolution options and they'll be getting back-ported into 13-1 when it releases. You'll have to wait for December though.
Just use Gedosato. The game's actually pretty damn gorgeous with it.
Outside that , there are a few solutions for you:
1) Force it on your video card.
2) Use Gedosato (i wouldnt play the game without this myself currently)
3) Wait until the patch that will come out in dec and MIGHT solve atleast part of this issue.
