should i hold off on upgrading weapons just finished chapter 9 and pretty much been waiting up till ch9 had to upgrade a few to get past ch9 boss lightnings sword took to level 10 blazefire saber.

That additional 41 Str is neglible really and Taming Pole is easier to get. Plus Fang can be a nice 3rd Rav with +921 Mag, as opposed to 0 ;)

Having higher magic stat affect the chance of inflicting the debuffs on enemies?

it only affects the duration not chance.
the chance is by sabotuer level, and fang and vanille have weapons that enhance chance.

also some people it seems get confused they associate magic with rav and str with commandos, not the case. many enemies in the game are resistent to physical and as such ruin is the damage dealer for those enemies. I would not use stagger lock on fang or lightning as they both fast meaning those 2 characters are most likely to stagger enemies.

fang's best weapon without a doubt is her pandoran spear..

It is. The passive stat on it is godlike in itself. 1.4× chance to cause slow and/or daze especially in the first salvo is a huge tide-turner, especially on bosses and tanky creatures.
