Actually, all characters can be super effective if you find how to use them properly. Maybe even Hope, although he is probably the least best.
Besides, in FF XIII-2 he's really grown up.

I can agree with this statement....
The beginning of he game he is a whiney crying little ♥♥♥♥♥, hate is not a strong enough word for the feelings I have for him. Loathe maybe?

By Chapter 12, those deep feelings of wanting him dead had disapeared. I only find him annoying now, and he has improved in my eyes. But, I still don't like the kid..
But, hey! I no longer want him dead, that's something right?
I found him mildly annoying, but I didn't understand how people could hate him (or Vanille) that much until I heard the English dubbing for them. If you don't mind subtitles, it's much less annoying in Japanese.
I used to hate vanille too, but I started to love her once I figured out that She & Fang are lovers... Maybe not officially, but they are totally yuri together.
