Hmm you could try that Can I run it website and put your laptop specs in there. You might be able to with shadows at the lowest res and FXAA at the lowest setting also.

It will still play slowly. That laptop APU is more for simple office jobs and net surfing. The game itself has low requirements but horrible optimisation, especially on those AMD architectures.

So it would be a waste to buy it on steam, I have Skyrim and I can run it on high with low framerate drops, not very laggy but slow at times,

It will work, yes, just expect it at around 20 fps.
It won't stutter, since it is a console engine, it will just feel slow. But as long as you don't have any reference to know how it plays normally, you won't feel it as something bad.
