Report a translation problem
In the main menu of Witcher 3, I get 3000 FPS. Meaning the graphic card is pulling additional power from the PSU. My PSU does a very annoying "coil whine" which is very loud. I fixed this by turning Vsync On so that it limits the FPS to 60.
Also the Maxwells are known to run cool so perhaps that fan is simply a noisy one, who knows. Because i have another System with GTX 980 that is the opposite of the other, optimized Chimney Air cooling only with two middle size Fan's on Top, so no Noise Isolation by Design, i use that System in my living Room attached to the TV and i hear nothing running the Game in all Ultra.
Apart of that, summer and current ambient temp around 30-35° is not what i call optimal anyway for Cooling, no matter if Air or Water, it's gonna be stressy for Systems. And even with the Air Condition running 24/7 i can't get the Temp below ~28° currently, i don't know where you live and what ambient Temp you have but ambient Temps are also perhaps a Factor to consider too.

Yes it must be the fans. Beacuse in GTA 5 4 k my computer is silence and all other games. Its just witcher 3...
High Graphical Settings->High GPU usage->High Gpu Temperatures->Fan spinning faster to cool. Adjust your fanspeed curve or set it to manually be at x%.
Note that if you set it too low your game might end up crashing or dropping gpu clock speeds to keep the temperature in check.
