i dunno, you just have to accept it, don't steal near the guards.
if you keep asking questions like that you'll start wondering why geralt has to do everything in the game, because the guards are always more powerful and they could take care of everything easily
Maybe that's what happened.
Because I was pretty sure I stole something from a gaurd outpost eariler and nothing happened.
Uh... this is an RPG. Stealing stuff is what you do.
I want to know what the rules are.
Better yet just take everything you find in houses, they never mind... Plenty of goodies there, never go broke...
Well it's not like peasants would ever dare to stop a witcher from doing what he pleases. You can even kill their chickens and no one puts up a fight (hello Skyrim). Guards on the other hand...
Edit: But yes, it is very silly indeed, no doubt about that.
Don't steal in front of guards. If what you're about to take is going to set them off, there will be a warning. You can't accidentally steal and alert the guards, there is always a warning. Soldiers often look like guards, but they aren't and don't care. Just keep an eye out for the warning.
Anyone else in game, even inside of peoples homes with them watching you, fair game.
