atkexComSvc.exe is an ASUS Motherboard software.
It should be an utility software or update service, you can disable it at services.msc
My guess it can be the graphics driver, 19.11 was a beta if I remember well.
You should do a clean install with DDU or AMD Cleanup (https://www.amd.com/en/support/kb/faq/gpu-601) and install the WHQL version of the driver (19.12.2)

You can try with the 20.1.2 driver but is still in beta.
Also disable Radeon Anti-Lag.
Try to disable VSync or Freesync too.
And yes, that does appear to be a motherboard problem. ASUS software is not very good.
My GPU is a reference RX 5700XT 50th Anniversary, running Radeon 19.12.1 driver.
I feel like this is just a bug that will probably go unfixed since this game is 5 years old and likely not even maintained anymore by the devs, busy working on Cyberpunk.
