You get a request to speak to Vesemir about it.
Vesemir is often quest-locked and will not speak about the quest.
Keep talking to Vesemir. Eventually he will talk about the blade. Unless Vesemir discusses Berengar, the quest will never complete.
If you progress the main quest before completing this, it fails, I think.
The gear is in a sack at the far end of the cave.
I've never had this problem, but unless you really detest uncompleted quests, ignore it. The schematic you get is not very spectacular anyway. It's for a generic sword that isn't anything special.
I don't use console commands much in TW3 and I certainly don't know quest commands. I would heartily recommend against trying console commands, especially ones that set quest stages. They can right royally screw up your game. Not completing the quest won't.
