I don't know if I understand the question.

Are you saying that when you sell goods to him, he does not pay you the price that shows in your inventory?

No merchant does that.

Example: I have a Toussaint Knight's War Hammer in my inventory. It's value is 613 crowns. I sell it to a merchant (Lafargue in Beauclair) and he gives me 202 crowns. That's a good price. Merchants in Velen would give me less for it.

If that isn't what you mean you'll need to give us more precise information.

The only time they give you the full price is if that price is 1 crown.

None of the merchants in the game will give you full price. The exact amount you get will always be a percentage of the value of whatever you're selling, and the percentage varies depending on where are. According to the wiki, merchants in small villages tend to give you 20%, and the city merchants will give you, at maximum, 41.5%; Skellige merchants tend to be in the middle of that range.

Also, some merchants pay more. The armourer in Novigrad central square pays best for weapons/armour/crafting ingredients until you get to Toussaint. Better than the other weapon merchants in Novigrad proper.

We still don't know if this is what the OP is asking about.

I've seen some posts saying that alchemist and the drunk man near the port will give full price for anything.....

Don't believe everything you read on the internet. I'll do a quick test in my game and report back to you. What I say will be true.

Edit: tested. Simple answer... no, he doesn't give full price.

I had ghoul's blood, value 30 crowns. he gave 8 crowns, or around 27% for each ghoul blood. Not bad, but nowhere near 100%.

Sorry, it's not a gold mine. You needn't worry about money much, though. There's plenty to be earned/pilfered throughout the game.

There's a steam guide that describes this but different vendors will give higher or lower prices based on the items you sell them. For example an armourer will give more for armour pieces whereas a blacksmith will pay more for a sword etc.

Similar to the seashell exploit, many of the early exploits described in various sources have been patched out of the game by CDPR. That alchemist is among the old exploits which no longer function.
