Are you saying that when you sell goods to him, he does not pay you the price that shows in your inventory?
No merchant does that.
Example: I have a Toussaint Knight's War Hammer in my inventory. It's value is 613 crowns. I sell it to a merchant (Lafargue in Beauclair) and he gives me 202 crowns. That's a good price. Merchants in Velen would give me less for it.
If that isn't what you mean you'll need to give us more precise information.
The only time they give you the full price is if that price is 1 crown.

Edit: tested. Simple answer... no, he doesn't give full price.
I had ghoul's blood, value 30 crowns. he gave 8 crowns, or around 27% for each ghoul blood. Not bad, but nowhere near 100%.
Sorry, it's not a gold mine. You needn't worry about money much, though. There's plenty to be earned/pilfered throughout the game.
