3. Digital downloads are attached to the eShops where they were purchased. Changing the eShop’s region after the purchase will not affect language availability.

Some games can indeed have many unusual words, but it's not one of them, not by a long shot. The Witcher 3 is above all a story about people, not some sci-fi stuff or anything. And since you seem to be able to have a conversation in English - I believe you'll have no issues understanding the game, most of it at least. I also am a non-native speaker, and I didn't struggle with TW3.
Have fun with the game, it sure is a good one.
I dont know what you're talking about, I downloaded every voiceover at 3.something GBs each and I'm in India, don't know where you got that info or if it was like that before but it isn't on my end.
The English voice-acting in this game is one of the best I've ever played.
