Yes. If a 970 can run it with all settings ultra @ 60fps.
You can run it with all settings on low if you turn off blur, AA, DoF and ambient occlusion.
You will also have to tweak the game, maybe turn off grass completely.
You might also need to turn down resolution to 1280x768.

I ran skyrim on a 550m with 1920x1080, reshade and HD textures and that game is less optimized than this game.
