It is a tool that takes screenshots, numbnuts. Try using google. Has nothing to do with witcher.
C:\Program Files\NVIDIA Corporation\Ansel\Tools
NvCameraConfiguration.exe application (needs admin rights to run).
Disable Ansel status frame at the bottom > OK
Since I didn't agree to install this feature let alone get annoying popups, I assumed it might have been tied to the game in some way, like a promo thing. It's bad style from nVidia (especially to allow installation without a documented means of configuring it), but what do you expect?
(I've mostly been active in Star Citizen these days, so I never noticed this got installed until now. Apparently it's not activated for Star Citizen.)
