You are a legend. I don't know how/where you came across this info but you just saved me from multiple restarts/controller waving/fist shaking frustation. Now I can get back to space cargo haulin'

Old post, but just wanted to tell the fix
If using DS4Tool UNTICK the "Hide Controller" Option
I followed this instruction, but it doesn't work. As soon as I start the game, the file just reverts back to the default, replacing the 1 I saved with the 0 again.
Try setting the file to read only before you launch the game. It might stop any changes you make via the launcher from taking effect though.
In Steam, View, Settings, Controller and mapped the gamepad keys.
Yet, the game won't show the gamepad in controller.
Any other ideas, it's now 2018 ... I'm guessing nothing should be expected moving forward...
*sigh*
I'm using a PS3 controller. basically is uses a tool called:
ScpToolkit v1.6.238.16010
On github (in case steam deletes the link) and spoofs windows 10 into thinking your controller is a ps4 or xbox controller.
Once I setup the controller in Steam it showed up in the menu for Rebel Galaxy.
