What kind of controls are there in Rebel Galaxy?
I don't want a game like EVE where i need to click a bunch of things to move, do you use arrow keys or mouse to drive or both?

you drive on a 2d plane
You can use a controller. With mouse and keyboard you use WASD to steer (though there are no aft thrusters you just stop faster), E to activate stuff and increase speed and q to decrease speed. Tab cntl is pulse scan and shift is frag turrets. Right click to aim broadsides or manually aim turrets and left mouse to fire. Number keys to cycle between manual control of weapons. Pretty much your main controls.

Combat/movement is a 2-d plane. No up and down just left right and forward.

No since it's not traditional space sim combat. Flightsticks would make no sense.

Not true. Tons of people use Flightsticks to play driving games, for example, and they work fine.

HOTAS might be a bt of overkill in this case, though. The controls look simple enough that just a gamepad would be fine.

The issue here with HOTAS is that it's not a driving game, exactly - you need two analog inputs with an X and Y axis. One for steering, and one for simultaneous turret management - unless you had two analog sticks, which would be a completely different thing. Robotron! :)
