Now, if you somehow decide to do your first game on the maximum difficulty, I don't know what to tell you.
Like, only Humans vs Humans? The answer is no.
If you want the DLCs go check on Steam DB what was the biggest sale % (80% if I remember right) and it cost I think 15-20$canadian to buy them all and you want them. The base game is decent but compared to the stuff the DLCs add to the gameplay, you would miss the real gameplay. But it's free so try the base game as a "demo" and see if you like it or not.
If you just start with vanilla, with an easy race, with the AI on lowest settings, it's not too bad to figure out as far as 4x games go. Lots of the mechanics can be basically ignored as you gradually learn the game and increase the AI's difficulty.
But as Destrock said, look into the 4x genre if you're not familiar with it. The Civilization series is often used as an example of a gateway game into the 4x genre for example. I don't think this would be much harder than a Civilization game, though this game does have manual combat.
