Setseke Ho
The Roving Clans have the unique ability to pick up and relocate their cities. I've been experimenting with different ways i can make use of this and was looking into some more community advice.

To pack up your city, you need at least one remaining leftover industry after a contruction/training completes so e.g. if you have a building in queue on the last turn and setseke ho right after, the game will display setseke ho to complete in 2 turns, even though it will fire at the same time your construction finishes. Setseke have no inherent upkeep cost, other than the army cost.

This allows for some interesting considerations:
  • You can queue up setseke ho after a settler, so you can settle the settler inmediately qhere your city was and run the setseke on to a new region and start your border region more developed already. Very useful if you have a great tile in the city you build your settler in.
  • Given Setseke Ho packs up your entire city into a single unit with no upkeep cost, it can possibly be an interesting way to reduce dust loss in winter, where not only your trade routes are weaker, but also your city upkeep drastically higher. I understand this comes at the cost of not peoducing science, grow the city or build more buildings. But i'm sure there's a use case for this.
  • During Dust Eclipses, Setsekes have drastically increased conbat stats to the point where they are a serious challenge to early and midgame armies. This can possibly be used to fight some difficult battles, possibly invaders.
  • There is little downside of having a standing Setseke army for Dust Eclipse shenanigans. Sure, you need a settler to get one, but in smaller cities this is easy on the population/food cost and fairly quick to build. They can also provide support for any army.

I realise that the loss of science alone is likely never worth it, but maybe there are some more edge cases that i havent considered yet (booster costs, empire plan, etc.). Is there anything else it can be useful for?

Huh, I'd not thought that deeply about them.

The only time I've used the pack up feature was when I had a high food region that I would use to grow the city population before moving them out to another region.

I could also see it being handy to empty a space in the middle of your empire to make room for an Urkan to get it's buffs on as many regions as possible.

Making space for an Urkan is genius. I had not thought of that.
