I was asking for you people's opinion and what the community consensus is, not a reminder to that the choice is ultimately mine.

I consider all DLCs through Tempest to be part of the base game.
They all add core game mechanics, and core factions.
The last 2 DLCs (Symbiosis, Inferno) are slightly more optional.
But you should still get the entire bundle for cheap during a sale, and get them all.

So, just buy all the DLC. You can't really lose here.
I suggest giving the game a try, then buying the DLCs as you are ready to get more content. They go on sale pretty regularly.
If you have to choose one, the DLC that add new factions are easy first picks. The usual EL faction DLC formula is to add a new mechanic that everyone has access to (so you get some new goodies no matter who you play), and the new race will usually specialize in that new mechanic to some degree.
TBH they're all good, my favorites are prob Shadows and Symbiosis but you can't really go wrong if you just buy the one whose description sounds coolest to you.
But yeah ideally if you find a sale just go ahead and snatch them all up, if you like the base game you won't be disappointed with the dlc
The DLC cumulatively add variety and breadth to the game as well as filling in obvious gaps in the base game. New factions are always fun, but more importantly, each DLC adds new mechanics that are standard in the genre: ocean exploitation and expansion, espionage, and so on.
I particularly like the DLCs that introduce the guardians, winter mechanics, and the urkans, but if they go on sale at all I would highly recommend all of them.
On the plus side, they really don't seem to add a whole lot to the game from what i've looked at.
The one that adds "urkans" wasn't well received, as it adds behemoths that the player will bee-line for, capture, and then have immediate supremacy over the AI for the rest of the game with. The game's AI is already...not good.
I enjoyed my time with EL, but it doesn't seem like the DLC adds anything invigorating for the campaign, and after one playthrough (and a half), i've hit what the game can offer, and none of the DLC will change that.
Age of Wonders and CivV both hit the mark much closer on what EL was trying to achieve. For something boundary-breaking, you've got Eador. EL just doesn't have enough going for it.
