settler doesnt settle

the icon for my settler to settle doesnt seem to appear. i am in good territory for them to settle even the tile where the game tells me is a good location but still no icon. i am not playing on mods or have ever installed them

There is a Dark Age Government Card that prevents you from setteling new cities as well as building new settlers.
