Doesn't it show with thin red text why it is grayed out?
You do have to research it, just like any other resource (mining, etc)

The builder has to row out to the resource and build on top of it.

You need Celestial Navigation.

Note research and civic tiles have inate bonuses in addition to the specific pictures on them.

Celestial Navigation gives you

Light Houses
Great Light House
Harbor

and trader embarking and havesting of fish.

Fishing Boats just let you work sea tiles such as crabs and whales. Not Fish tiles.

Nope :) Just sailing. And it has to be on sea/ocean and on a visible school of fish (like Thanter mentioned).

I also cannot build fishing boats. My builders are on the coast, I have the tech requirement, but the fishing boat build is not available. Arrrrg!

I would like to have something, probably a mid level Tech, that would impove food producrion from ordinary lake, coast, and ocean tiles. At the moment, they do not even produce enough food to feed the population unit working them, for only a small gain in cash income.

Just to be absolutely clear, your builder is in the water, correct? Standing directly on top of the resource? And you have Sailing researched? And the tile is inside your borders?

the tile is not in my border. But I've tried building it in my port and it does not work either

You have to buy the tile to bring it in your borders, then the Builder can build on it. This can be done even with water tiles of any kind that have something worth building on.

If you do not BUY the tile you will have to wait for the normal expansion of a city's border via culture to acquire that tile.

You can edit the tile yield in game files easy enough though. (Since I strongly doubt they're gonna make any changes to that anytime soon - maybe in a future DLC.)

Buying tiles is sometimes worth it, sometimes not. Use your judgement. If you're getting money slowly and your bank can barely afford it, I wouldn't bother.

If it costs 75 gold to buy a tile, and you're making 5 gold a turn, that means you've been saving up for the last 15 turns for this. That gold was hard-earned, don't spend it on a whim.
