No thats what i was looking for, the red text. Not sure if im being blind, ive looked through the tech tree but cant seem to find anything that points in the direction of fishing boats :/

Sailing.
You need Celestial Navigation.
Note research and civic tiles have inate bonuses in addition to the specific pictures on them.
Celestial Navigation gives you
Light Houses
Great Light House
Harbor
and trader embarking and havesting of fish.
Fishing Boats just let you work sea tiles such as crabs and whales. Not Fish tiles.
If you do not BUY the tile you will have to wait for the normal expansion of a city's border via culture to acquire that tile.
If it costs 75 gold to buy a tile, and you're making 5 gold a turn, that means you've been saving up for the last 15 turns for this. That gold was hard-earned, don't spend it on a whim.
