Report a translation problem
Go to the Windows Control Panel->Sound and choose what ever device(s) your're using. Click on "Configure" and make sure your audio channels are set to Stereo. This fixed the speech issue in X-Com 2. And considering they're both Firaxis games, I wouldn't be surprised if it's the same issue again.
That solved it for me.
I don't know if video graphics or w/e will have anything to do with it, but I do have a sub-par video card to the rest of my equipment.
And yeah, double what death said. The issue still remains, after trying all of the solutions I can think of.
Any help would be appreciated :)
Edit: Oh, I figured out my problem! For anybody else having this problem, animations are disabled when you have low graphics. Go to the graphics setting, scroll down and open the "advanced settings" thing. All the way at the bottom, there's an option along the lines of "animated leaders." Set the first option to anything but disabled.
