Thanks to Ozium I found out that there are two keys, I originally only got one from GMG, when I went back just now I found a second key there. Monty's back!
Got the game from Green Man Gaming, a trusted online store as far as I know.
Got the code for Montezuma, I've activated the DLC and its showing up as installed on disc. The files are present. However, I can't play with or against him ingame though.
I got it from GMG too, working fine for me now.

Tried them but Monty won't show up.
I do have an Unknown Mod in additional content. If anyone could compare their setup, would be helpful.

I'll just wait a bit, maybe they'll fix it. Otherwise maybe a full re-installation will help, but want to finish my current games first.
My mod screen shows three scenarios. Yours does also, but one doesn't have a name. The other could be Monty. It looks like you may have some file corruptions. Maybe do a disk check and reinstall after you finish your games?
Tried just about everything but reinstalling, which I'll do after finishing my current games.
