City-State Loyalty (Gathering Storm Bug?)
I participated in an emergency to liberate a City State (Hong Kong) from an invader (Germany) and chose to liberate the city at the end of the mission. However shortly after it began losing loyalty to the nearby Aztecs and flipped to their side.

I had thought City States would automatically be 100% loyal to themselves to prevent flipping like this. Has anyone else seen this issue?

City States Get +20 loyalty for being a city state, and +1 loyalty per envoy. Since they were captured the citystate lost all envoys. So it only had +20 and its pop pressure, Which may be lower because it was captured twice. If the Aztecs had enough pressure from nearby cities it would actually be fairly easy to flip it in that situation.

They get a +20 loyalty bonus. It's possible to flip a CS, it just require a lot of pressure. It might be a bug and the bonus didn't apply or the pressure there is really that high and the CS is legitimately flipping. That could happen if the CS have low population.

Not entirely positive but does't the cs also give you some envoys?

whatever envoys I had in it prior to being captured upto a max of 6 I think. The ai has several times captured my cs's which I have 10-15 envoys in and when I liberate them I always have 6 in the cs. Other times, if say I only had 3 and liberate then I get 3 I think after.. or could be 6.

It does seem you are correct. It does keep your envoys there after liberating.

How much envoys you gonna get after a CS is liberated is based on the era you're in. Earlier eras give three, later eras 6 and I think the last few eras give 9 but I'm not sure.
