The Phoenicians can move their capital so I assume it would auto reassign if the city is razed, since you can't raise a capital.
Is there warning for this or does it suddenly get demolished? If you have warning you could build sea walls. If there is no warning from a balance PoV it would seem punitive.
There is a climate interface and it has different levels warning of the progression of damage
