A city state wants me to train a privateer?

How do you do that? Googling finds only civ 5 privateers and this forum has never talked about them it seems.

They are in the game, check the civopedia to see how to build them. It's the ? at the top right of the screen.

Privateers are actually in the culture tech tree and not the research tech tree.
