If at some future time they add a setup option to limit which leaders can appear randomly in the game (a "Select Leaders" option similar to the current "Select City-States" and "Select Natural Wonders" options) then it will be possible to create a saved configuration for each of your desired groups of leaders and the game will automatically handle assigning random AI slots to members of that list.
Doing that is not currently an option, however. To simulate it you can create and save a configuration with the rest of the game settings you want, and then after loading the configuration each time you will need to fill the AI slots in your game with leaders chosen (by you, or randomly using whatever random selection technique outside the game that you prefer) from the list you want to use for that game.
In the screen game select mode. have options for;....
1) Ancient Era mode*... all the leaders that where around in ancient times only show in the leader select
2) Classical Era mode... all the leaders in classical times only show up in leader select. PLUS game starts in classical era.
3) Medievil Era mode... as above
Then options for
1)European Civs only,
2)Africa civs only.
3)Asia and Oceania civs only
4) New world civs only
*Although the civs for the ancient Era are still not fleshed out enough YET for Civ 6, as No Hittites, Assriya, Ancient Judah, Armenia, or Ancient Egypt yet.
It would be kind of cool to add a UI feature where you could make your own custom lists to easily choose from.
Perhaps bring that up to the dev team on the My2K forums, or possibly see if a modder is interested in working on such a UI element.
I do think leader selection, would be much easier if it was A to Z civ order, rather than A-Z leader order
Selecting from Arabia to Zulu,
is much easier tham selecting Amoritte to................... i dont even know who would be bottom of the alpabrtical leader list LOL
That's pretty much how I select my opponents. Having to select manually is a minor annoyance.
It is sorted by Civ... with this mod:
