To speed up that initial production either buy a builder or send a builder from another city to improve mines farms or chop trees.
You could also transfer traders to new cities for better food and production
The Reason why it takes 60 turns is because your city has low production output. the ways to increase this is find tiles on the map that increase production, hills are perfect for this as they increase production so if you have a hill make sure you have one of your citizen slots occuping this hill so you can build your monument. Go to your citizen slot (in your city next to the buy a tile button) and pick the citizen slots that boost production, a tile with two production markers are better than one. Last thing you can do is build an industrial district in that city, this boosts your production capabilites of your cities to accelerate your production of units, monuments and wonders.
found cities in locations with some nearby hills and/or forests and make sure your 1st citizen actually works a tile with production and not some stupid flat grasslands or whatever. if there are only tiles with prodcution in the 2nd or 3rd ring, found those cities later when you can afford to buy up some useful tiles right away.
if there are no production tiles at all in range, the city will never be any good. only found it if it adds access to an important resource or if its position will give you a strategic advantage.
maybe overly harsh, but I agree that Production is unbalanced, especially compared to Research
