I know this sounds like a dumb question, but have you actually researched the tech that reveals coal?
There is one State that will give you coal if you are the Suzerain of their city. As long as you've researched coal on the research tree.
I always play as a seafaring civ. So I always get coal for those little toy Ironclads.
Their is nearly always ONE city state that has a late game strategy resource.
With that said, it is entirely plausible that you didn't get any coal spawned in lands that you control. There should be several somewhere on the map though.
Yeah this is deffinately a thing, often you'll find that the coal resource is behind the stone resource so you can't see it. I had two tiles like that in my last game.
They're meant to be scarce, though. You only ever need one of each, two if you don't build encampments.
