Is it worth building railroads with all the pollution it causes and the ugly look of the railroad? For the time being imo - no.
They don't improve tile yields this is true but from memory I'm sure it improves basic production to any city connected to the capital. I guess I may have to boot up the game to confirm that, not played it since my first game just after GS released.
The best Road is a modern Road which gives 0.5 MP per tile
Railroads are 0.25 MP per tile.
Also railroads only have a one time cost of CO2 emissions. So take that into considerations.
They are still ugly lol. Even if they did play nice with Districts and the new improvements and actually showed up on those tiles they would still be ugly. They just look blurry to me and no where near as good as they used to in 4 or 5 (whichever version it was they were in).
Railroads seem to have been thrown into the game just because so many people wanted them. They don't seem finished to me, just a rush job to be added to the "new content" list for the expansion. Hopefully Firaxis can give them more love over the coming months.

you're right. I don't like it. seems like an oversight on firaxis' part - or incompetence. and it seems like a lot of people built railroads for the first time because the railroad entry on civopedia says nothing about co2 and then realize it does contribute.
It contributes once. When it is built. It has no co2 upkeep so theres really no reason to remove it.
The problem however is that each and every piece of Railroad adds to Co2 so really, its not worth building them. The Cons out weigh the Pros. But you are right, no reason to remove. Just don't build them at all in future playthroughs.
People might want to remove them tho because they still look ugly/bugged? Not played for a while so not sure if recent patches have fixed that.
