Remove railroad

I need to remove some railroads from my own territory. I already tried builders and military engineers, without success. How can it be done?

The reason why I need to remove some railroads is to found a national park. I know the pre-requisites to found a national park in detail, and oviously the railroad improvement is blocking it.

Is it? though roads were ok?

Not sure if possible, but have you tryed to pillage it with a military unit?

I meet all pre-requisites, with the only exception of railroads on my lovely Choclate Hills.

I already tried that, but obviously you cannot pillage within your own territory.

I always had the impression that you couldn't build a national park in a place where you had improved one tile, no matter if you removed that improvement later on.
Maybe I've been mistaken, all this time.

Yep, you can remove improvements to build a Park.
