It's a little nebulous with how it works with the Culture currency. But Culture is what you use to aquire the civics for certain units, structures, and things that will give you more opportunity to aquire tourism - which is gained from Wonders and Great Works (stored in their appropriate building, usually the Theater District).

There's likely more to it, but that's my understanding.

You hold them up at gunpoint...

culture and tourism are not the same thing. to get toursists you need things that raise your tourism output, like wonders and great works.

There's a way to get a picture of how well your culture is doing at attracting tourists. Select the Culture Victory icon, and then scan around your map. You'll see how many tourists have been pulled into location that's generating culture.

This is true.

This is not as true. You can use the cultural victory tab to view tourism progress, but it's not culture that generates tourism, it's tourism.

I don't agree with your statement that tourism generates tourism. As stated in the Civolopedia, "You can generate tourism through Great Works, Holy Sites, Relics, Artifacts, Seaside Resorts, and National Parks".

We may just be disagreeing over semantics here. I think of those things as the source of cultural force that generates tourism. If you happen to think of them as "tourist forces", then that's why we see this differently.

But either way you need those elements, and you can utilize the Cultural Victory tab to evaluate the impact they're having on your tourism.

It's not semantics, you're literally using the wrong term to describe something, and considering that term is used to describe an entirely different (albeit thematically related) set of functions in-game, it's very confusing wording to use for someone who is having trouble understanding how tourism works. Don't just substitute "culture" in there when culture doesn't actually have much to do with it. The game calls it tourism, because the terms are distinct and represent totally different game currencies.

I do everything Civ 5 did. I made open border deals, trade deals, trade routes, get the polices that increase tourism, build beach sites, and make nature reserve on top of hoarding wonders and artifacts.
