In my memory, I don't think I've heard of them making balance changes to specific civs solely due to multiplayer concerns, and I don't think they've ever waited more than a year to make a balance change on a specific civ.
I don't play on the highest difficulties. I hate that the only difference for higher diff is they get bonuses, but don't play any smarter. No AI is as aggressive as the warlike Civs in Civ V. They just don't know how to fight well enough.
In any case, the game is balanced around normal play, not advanced difficulties.
