Report a translation problem
When dealing with ranged effect buildings/Districts/Wonders you have to think of where you be be building them, before you place the new city centers that will be (hopefully) using them in the future.
The 6 tile ranges do not count the base tile it is located at, but do include the tiles the city centers (that are getting the benefit bonus) are located on.
There are also two late game Great Engineers that will increase the range to 9 tiles for ONE District, Tesla for Industrial Districts, and a different one for Entertainment Districts.
Unfortunately, the recent change to Civ 6, cancels getting multiple bonuses from several loctions. Now you will only get the best benefit of it's building type for each city that is in range. I used to have cities getting bounuses from 3 or 4 Districts (of the same type) at the same time.
