When you say your issues seem quite acceptable what do you mean?
I can straight away tell you that your graphics card is struggling to render this game. That is your problem. It's common for "rainbow" artifacts to appear when a GPU is struggling.
Another reason could be your clock settings for your GPU are too high, if you have it OC'd.
Nothing is OC'd on my machine, and the minimum specs for the game call for a GTX 650, whereas I have a GTX 780. This shouldnt be happening ESPECIALLY when I lower all graphics options to the lowest possible, or turn them off all together (Volumetric Clouds, etc.) Ive got an i7 processor, 32 gigs of RAM. Sure, I could have better, but the graphics card I have is a step above the recommended one.

Ok, is there anyway to troubleshoot/pinpoint that GPU Hardware failure is the issue?

Going to give this a shot, will post results.
GTA V Runs Flawlessly with some settings not quite maxed out.
For the GPU Benchmark I ran the preset 1080 (FHD) and landed a score of SCORE:4314 points (71 FPS, 60000 ms)
And the stress test seems fine, unless I am doing something wrong? Set res to 1920x1080, AA to 8x MSAA, tried both Dynamic Camera, and All other options and still got the same result, seemed perfectly fine.

Sooo, am I missing something?
Edit: I realized the stress test showed no valuable info as I couldnt find where the program saved screen shots and did a quick print screen, rerunning it RQ

and ran it even longer, temp went up a bit but never to dangerous levels/no errors/etc?
I don't quite believe this, but this seems to have worked...I also uninstalled a few programs I no longer used and disabled Razer Synapse on startup so not sure which worked but hey. If you have the texture issue try validating files, and if you are running Razer Synapse, kill it from startup and it might fix your issue. /shrug
