How to unlock Fulton Device grade 3 and 4

I've beaten the game and still the upgrade for the fulton device 3 and 4 are not there its just blank boxes. I know they exist because i've seen videos with them in it.

4 i think is wormhole, which you need to capture the legendary jackal for, and to do that i think you have to get an S rank on mission 31.

I'm up to mission 12 and unlocked Fulton Device grade 3.

The Fulton goes up to Grade 4, then below it is another short chain that has 2 weight upgrades and another cargo type upgrade.

You have to fulton a buttload of guys, which unlocks the master certificate for the fulton.

I met all the requirements, played till mission 40, but I still have not Fulton cargo 3,4 and kids Fulton. I had a fight with Eli, made 1500 times Fulton , R&D and support bases are in 50 lvl, made the side op 50, but still have not cargo 3 , 4, and the Fulton for kids !!!!! It’s embarrassing ……

How many soldiers have you captured with balloon? Need 100 or 1000 then get balloon certificate.

At that moment I had 1500 soldiers extracted.
But the problem was in the trainer. I disabled all the cheats and relaunched the game, and then all the Fulton updates appeared 🤷🏾‍♂️🤦🏽‍♂️

fulton 3 is master cert, 500 not 1000, 1000 would be grand master which is the fulton launcher for d-walker which I've spent millions developing but never used once, kind of like all those SMGs and shottys we spend GMP and resources on but still only take our favourites, especially once customized to be 2-in-1 and 3-in-1 combo weapons..

you should have had that a long time ago, since you can neither miss nor not get it... the counter hits 500, get the pop-up...

wait I forget we did this so long ago, is there a required specialist you might have gotten killed or dismissed or just have assigned somewhere not R&D to do this, the way my cybernetics arm dude was better at combat than R&D and I "lost" him when I did a global auto-sort?
