If it's money, Precious Metals are my go-to, they aren't used that much in development, and so if you're ever low you can sell 'em, but if it's not precious materials, try to go budget, and look for diamonds, diamonds can help a lot in the early game, when I first played this game,I didn't know you could sell materials, so I would often find myself looking for diamonds whenever I was low on money, I would also only develop the things I would be using, at the time that was better sneaking suits, more fatigues, battle dresses, equipment for my buddies, better chopper items, higher grade AM MRS-4 and 4L, the Renov or the AM MRS 71 and 73 (I developed the Renov to prepare for A Hero's Way), as well as better C4, Grenades, better non-lethal equipment, Biotic Arm Upgrades, etc. etc.
Not sure about the efficacy of budgeting in MGSV, I only did it during my first playthrough,
If it's resources in general, uhh... Find 'em or use dispatch missions, those are the only ways to get 'em offline I think, that and automatic mining,
Thankfully MGSV is open world and so if you're not ready for the next mission, just go into the wilds and ransack the place as you see fit,
Matter of fact, the game has died down a bit over these 7 years, so if you do Mission 22 and are new to the FOB scene, you don't really need to be all that worried,
Also online equipment can give you lower mission scores in singleplayer,

As long as you research a fairly beefy rocket lawnchair (CGM's pretty noice :o) and maybe a beefy machinegun, you can clear all the mandatory bossfight stuff pretty easy.
Bonus tip: You can easily tell if a soldier's going to be a bastard and fake surrender by the game not instantly giving you 5 heroism for the holdup when they put their arms up. If that happens, throw that sumbitch down on the ground and point at him, he'll co-operate.

If this was the old days (when I was active) where we have infinite attempts at indirect wormholes till they expire, this guy's FOB would be a mud hut.

There are a lot of people who cheat resources and save reload. It's something I think is wrong and will not do. Some of the people I know have done so before and are apologetic about it. Some are indifferent. That isn't that bad.
But what is more annoying are loud, obnoxious and lame attempts at justifying it.

but im not a cheater as far as online gameplay goes,
i use infinite heaven to alter my experience, yes, but only offline,
i use S++ gradual to finish online developments,
but i dont EVER use cheats while on an FOB platform,

hell i disadvantage myself a lot of the time on the basis of aesthetics,
its why i carry a grade 1 renov, purely on the basis that it looks pretty,
