Report a translation problem
This smells like a router-port issue or something else rather than a problem with the game or a firewall. Only time I had similar issues was when I 'disabled' my internet - as opposed to when internet was connected.
It sucks.
Good that you can play it without problems. Plenty of people do have problems with it getting stuck 'uploading' and we can either disable the internet or use a firewall to block the game from trying to connect. Going offline completely will prevent me from unlocking achivements, so I'd like a firewall.
That wasn't the point of the post - point was it seems to work fine for me via AVG (free anti-virus) with net-connection ie. try it if you haven't already.
Also, disable any and all other firewalls when using a different one. eg. Seeing as I have AVG, disabling Windows Firewall is a good move. Having said all that, if this problem persists with EVERY firewall, then I'd swap priority over to your Router Ports. Some games go net-batty when specific ports aren't open, acting like you have/haven't internet or throwing up major connection issues to certain networks.
Capcoms SF4 presented me with this issue back in the GFWL days - Perfectly fine internet, all firewall exceptions added, yet couldn't connect (could only play offline) until I opened specific ports via my router - then life was gravy.
Its trying to connect to a service that isn't active yet. Some people have it just skip that, some people get stuck there until they force the program to close. We get to prevent it from making a connection to play it.

1. Your Steam account is what's linked to your RE.net account and I'd assume it sends data through Steam to RE.net due to this connection of accounts.
2. I play Dark Souls but do not like online play. After the recent changeover to Steamworks, simply blocking the Dark Souls .exe did not allow me to play the game offline while keeping Steam online for achievements and such. (I don't need advice on how to play DS offline tyvm)
I could be wrong. But it's something to consider unless someone with more knowledge can chime in.
