Why my native selected resolution 1920x1200 looks like 1920x1080 with those stupid black lines at the top and bottom of the screen?

Because a Computer Screen has a format of 16:9 while you chose a screen format of 21:9.

But i don't see any options here to select proper format. How i can choose 21:9 if my native is 16:10 (1920x1200)? And i thought selecting resolution is enough. At least in all games i have played this is so. I don't see any difference between 1080 and 1200 here. Very strange game...

You cannot, this game was only prepared for 16:9 resolutions. I am not even sure it can run on 4:3 monitors without letterboxing.

What a stupid decision! Why i bought 16:10 monitor then? Why devs decided for me use letterbox or not? This is not a cutscene of intro or video. This is gameplay. I don't want that ugly letterbox while playing. And what a reason of possibilty to set 1920x1200 resolutuion then? Idiots... Refund.

Usually it means the user interface was designed for a certain aspect ratio and its elements are not re-arrangeable. In this case, I suspect the main menu, the in-game upgrade menu, and pretty much all Raid menus.
Also, since it is a console game and televisions are still nearly exclusively 16:9 (or 21:9 in some cases), it was prepared for that ratio.

At least they could do some fixes for PC version. This is not a one man indie developer. Note to myself again: don't buy japanese console games even on sale. Why bugged and uplayable "ENSLAVED™: Odyssey to the West" taught you nothing? Ok, thanks you guys - now i know all i need.

This game had the budget of an indie game, sadly, this is why large chunks of it are cut-and-paste jobs. For some reason Capcom was incredibly stingy and I suspect they are treating the RE2 REmake the same way, this is why it is now like over three years in the making (whereas RE1RE needed like two).

I think they DID that letterbox on purpose. So maybe it already was a bigger work than to keep resolutions as they looks native)))
