A reformatted HD with a fresh OS install with all the latest drivers and just the games and apps you really use could do wonders.
I did a clean install of Windows and updated to 8.1 earlier this year. That fixed Max Payne 3, which wouldn't start for me after I got it on sale during Christmas. I've only used trusted software since then, not that I was knowingly doing anything dumb before that.
There are still bugs in the Redux games, but display driver crashes seem to predominate among Intel/NVidia users. I never had the problem with the game crashing at the intro, but I have had a few CTDs with the message that the display driver crashed. Setting Steam to use integrated (HD 4000) instead of NVidia may have helped me because I've completed a few chapters since then without incident.
In the technical support thread there are quite a few high end PC owners with issues, so I can't imagine that this is "crappy old excuses of computers" problem. If you don't have problems, be thankful.
I was just offering a possible fix that doesn't cost anything but a little time.
I've played both games to the end 3 times now.
First play thru I BL2 the game killing everything that moves even the Librarians
2nd was stealth and 3rd was for the alternate endings. With no issues other than the ocassional small glitch(Natzies frozen in place) that was resolved thru a PC reboot and restart of the game.
I did have a couple CTD about two weeks ago. I was running an app called Samsung magician to make my SSD run even faster. I corrupted a game save that required me to go back one chapter and play thru again.
Anyway what I am getting at is it is really easy to have something set wrong that this game does not like and it is not the DEV's fault. They can't write for every PC setup esp the screwed up ones.

It basicly set all my game parameters to max and to hell with frame rate.
I like to run 60-120 FPS.
I would uninstall it and just use the Nvidia control panel to set up your game.
If you have background apps running to overclock the GPU or CPU uninstall them.
You can always reinstall after this test.
In the Nvidia control panel reset your global to default and apply.
Then change the duel monitor performance to single and set the V-sync to Vsync-adaptive
and hit apply.
In the game specific settings reset to default and hit apply.
Locate the Metro Last Light Benchmark app and play with your game quality settings.
At the end of the 3 runs you will get a series of graphs. I adjust my game quality level until the frame rate doews not drop below 60 and since I have v-sync adaptive on in the Nvidia control panel my FR is locked at my monitors refresh rate which is 120.
For ingame settings a starting point would be high quality, no SSAA, no advanced PhysX, no v-sync.
If your current game is glitching badly with these settings try going back one chapter, your current save maybe damaged if that fails start a new game.

I only say this because I already explained in detail why you're wrong Mattplego and why the game was obviously rushed cash grab based on the facts we know. The thread was mysteriously deleted, Not closed and locked but deleted.
I'm not gooing to go through explaining everything step by step. Instead I'll just ask you this.
If it was a problem with my computer or OS then why do I not have a single problem with any other game or program or with the OS?
The problem for many people is display driver crashes. Ok THINK about that. something in my OS is crashing my drivers when playing games. But not every game just Metro Redux. So how can my OS corrupt my display drivers in such a way to crash but only a single game?
It's laughable that you could even think that is the cause. The problem is with the game because if my OS is causing display driver crashes then other games would be having the same issues wouldn't they?
I don't install junk. I use my computer for gaming and only games / game related programs get installed. I also keep my start up clean, processors kept to a minimum, regularly defrag also clear the registry of recently uninstalled items.
So shove your ignorance back up your bum and keep it there.

This is another area that crashes, playing in a window and forcing borderless fullscreen with a 3rd party app. As you can see frame rate is not too good (you can't tell because Youtube is 30 fps but it dips to 40 fps sometimes in a window) and forcing it to go fullscreen creates a strange glitch at my native resolution 1600x900. A fish bowl like effect at the very bottom of the screen that does not seem to affect resolutions below 1600x900. As you can see the game does not crash but it normally would in DX11 in normal fullscreen in that specific area.

If only they included a window mode in the options you could easily switch to get around crash areas without messing around with hidden config files would be the bare minimum they could do to at least relieve the problem a little. Would be better if they had a bordeless fullscreen mode that didn't kill performance.
Also it should be noted that different Nvidia drivers actually change the locations where display driver crashes occur.
Another "also" is that the game does not crash when I put my old GTX 9800+ Black Edition in. So that blows up your "it's your OS / Comp" argument straight out of the water. But I don't want to play the game at 40fps on max settings.
Now let's have no more of this "it's your computer filled with junk" arguments.
My new machine has no issues with either game and I was not suggesting folks buy a new machine. It was an example that this machine with basicly all default setting works with these games.
I'm not saying I don't get the occasional AI freezing, or a flickering shadow every now and then. Always fixed by restarting the game. In the heat of battle I have CTD once or twice with an Nvidia driver stopped and restarted warning. Which I blame on Nvidia their current drivers suck. After 3 complete playthrus of both games the worst thing that has happened was a corrumpted save which required me to go back one chapter to continue.
My troubleshooting suggestion was to start fresh with a reformatted C drive and clean install of windows. Eliminating all the little ♥♥♥♥♥♥♥♥ apps and OS tweaks one may have forgotten about.
If you are having so much trouble maybe you should just do what spock0 did and get your money back.
