I stand corrected.
Wonder why they did that...never played the original game so not sure what I missed.
Armor was in originals, at least 2033 I am sure of. But in Redux they were removed. Sorry for any confusions. It's easy to be sneaky in these games, u shouldn't need any armor at all.
They were 100 bullets each IIRC and u could only choose one armor type; Heavy for better bullet/damage resistance -or- Light for making u lighter on your feet and much much quieter overall. I think they just did a default balance of this instead, relieving the need for any suit choice. Instead this is more based on the starting skill level u choose.
TBO I think this was put in the game originally for the purpose of the next mission so-to-speak. Basically picking Heavy if u intend to run&gun everyone. Or go Light so u can sneak through that mission more effectively. Which did sort of make sense. But again, I think they did some sort of balanced default so as to make the suits worthless in the game. Could be another reason people find themselves with plenty of cash (Military Bullets) as u get closer towards the end, or after having gotten beyond the last available market place.
