Started a new campaign. Increased three factions to the maximum. But the hawkeye never met.
Where could I have missed this faction? At the same time, there are already some spare parts from them.

They unlock at the same time as Better Future and Space Junkers, when you get to level 4 GSO.

You get the license through a GSO quest about investigating a wreck, you go there and find a crash site and a few spare parts, then you have to fight off a few small techs that come to clean up the wreck.

The quest is different than the randomly generated one that just gives you a reward chest.

In the past there has been a bug where you could accept a quest but the game would never spawn the characters for the quest, it just leaves a quest marker with nothing underneath it. But I haven't seen this bug or heard of anyone having it for a long time...

similar bug just popped up with the RR intro mission... last spot for atom, instead of top of the mesa rock, he appeared on ground next to it and blew up.

Interesting, I did do the RR intro mission after the last update and didn't have an issue myself thankfully.
