No. That's not how Steam works. If you want to take advantage of the Steam eco system, you have to buy your games on Steam. Otherwise, there's zero reason for Steam to even sell the game.

From my understanding on the topic, achievements are coded so that the game recognize when does it jump and gets achieved, but it doesn´t constantly run a test to see which ones are allready marked as complete, nor do I think many are even listen for that anywhere in the game.
I´m not entirely sure on the type of achievements that track progress on a specific thing, like the usual "kill 100 enemies", if the game has a tracker of it´s own for that kind of data, and say steam goes offline just as you achieve it, then I´m not sure, maybe killing 101 enemies will trigger the achievement to jump when steam is online again?
But if you complete arc 2 of a story game and again the achievement doesn´t jump because steam is offline or whatever, that achievement is gone for you unless you complete arc 2 again reverting to a previous save.
There´s some games that have added achievments after launch and you would get achievements from previous saves, but I pressume those where specifically coded for the game to see specific trackers of has being indeed achieved previously.
With Ubisoft Connect though, there´s generally not any stuff like that. If you buy the steam version, even though it may requiere an ubisfot connect acount, they are different games, so you would have to redo them. Even if you manage to transfer your save, I doubt the game would give you previous achievements on steam.
