Why is my game is now somehow stuck at 100%?
10 hours of game time and now is just stuck at 100% and is even installed in the SSD.
i just scanned the game and nothing

stuck when? while loading? it happens but not every time. Storage has nothing to do with it. When im facing that i do nothing - just waiting. Eventually it will load.

When I boot the game, there's an eye logo in the bottom right corner. It starts at 27%, then after a while jumps to 100%. I waited 30 minutes, but the game was still stuck way before even reaching the skippable intro.

Loading indication is living in its own dimension - im having problems with it even with expensive and fast nvme ssd. Remember that game needs to be installed on the same drive as your os.

Both are on the same SSD

What about your internet connection? Problems with that can also make loading ineffective.

i can play most online games with no lag or packet loss
Do you have firewall? It also can slow down games, especially if you did not allow for ubisoft connect to pass thru it. Also, allow the game to pass thru firewall too. This may increase loading times of the game and having ubisoft connect allowing thru firewall also helps with loading speed too.

Be aware both your virus scanner and windows defender both have firewalls, so you may need to allow them both for ubisoft connect, steam, and avatar.

when i boot the game there is a spike of almost 80 mbps just for this game
not a single game is blocked by the firewall or windows defender

when i boot the game there is a spike of almost 80 mbps just for this game
not a single game is blocked by the firewall or windows defender

They can get auto blocked unless you add them to the white list manually. It may appear it is not blocked, but there is a protocaal that automatically turns on firewalls. This is usually baked into virus scanners always on. It is also automatically like this in windows security too. It is how it works to make it for ease of use for users of windows and other operating systems and virus scanners. Make sure to add them to your white lists may solve your issue. Did you actually check it they are whitelisted or just assuming they are? The system is not fool proof. In the past i had to add games manually whitelisted to the firewall to get them to work. The automatic system does fail sometimes.

i know how to use the firewall and windows defender, none of the programs are interfering with the game or any other games i have installed

Well... Can always do some brute-force testing. Try to play this on different network (access), different machine and then both. Because its time to put a foot on something stable and move from there. Eliminate one thing at the time until you reach to the problem. It might be a game but i'm not too certain about it - this loading loop is not exactly common occurrence globally.
