How/when do these character cards get stocked?

That means you're about to unlock it. Play more campaign scenarios; that should do it.

need around 1-3 game in campaign (i think)
Or you need to unlock the character first (for the color set)

Campaign only?

I thought that was just unlocks in general? I've had things in the shop unlocked from playing multi, I'm pretty sure. (apart from lv reqs)

Multiplayer gives you stars to buy stuff with, but every shop item that doesn't have a level requirement needs to be unlocked by playing the campaign or purchasing other related items.
