how do you 100% a community card pack?
I hve 17/18, bought like 30 packs and no luck. Should I specifically target some packs (there are 3 and with different images on top), or its just a RNG?

Just keep trying. You can only get 9 of a given card; ones you've already obtained that many of are removed from the list of cards you might obtain from a pack. If you just keep buying the packs, you'll eventually get the last one you're missing.

Every community card pack has 6 cards (6x3=18)

You should find what card you are missing and only buy that card pack.

You can find the cards you have in Player info - Binder.
