Granted, she's piss easy to beat if the lobby wasn't rigged with battlefield/etc, but still you constantly have to avoid her and worry about her interfering with your star normas.
On 3rd, it's a hard choice, could be Sham, could be OPMomo (Sweet Eater), could be Sora, could be Mio... Hm, will probably stick with Mio on 3rd.
Newer players seem to love playing as her and spamming her hyper.
noname is also annoying because he is incapable of dying and can kill people
kyoko is similar to noname but less so because she usually cannot kill people and is much more susceptible to death
YukiD and NoName deserve this title as well, but to a less extent.
YukiD can deploy the 3 most disrupting and annoying traps (For the Future of the Toy Store, Exchange, Sky Restaurant Pures) anywhere, anytime, with her hyper. I see many pro players doing well as her even though she can't have full heal from Puddings.
NoName... He just never (or hardly) dies and all it takes for him to bounce back is one home stop (while most recovery cards needs level and/or star cost).
Well actually, I'm pretty sure those characters that like to bring hard-disruption (Gift Exchange and Scrambled Eve) are the worst for many OJ players.
I would like to see Cuties receiving a similar nerf as Arthur as well, their passive can quickly go out of control by spamming low-level cheap event cards (my deck for them is just 10 different event cards anyways).
Also... If i'm not mistaken... I recall you CAN overwrite Arthur's shops with traps. Unless that changed...? Kind of the reason why, as Arthur, i avoid placing shops in accessible locations, partially anyway. (If they're removed, that's less star-gain.)
(Shops hurt Arthur more then they benefit him if people land on them, they're best used as background star-boosters, since giving players ammunition to use against you by putting them on "active"/popular tiles is a poor idea. Besides, you'd be suprised how one card draw can turn the tables. Keeping them card-starved keeps your lead safe.)
