sham and sherry are close second
As far as characters go, you can't really go wrong with the "whoever is cutest" rule. But if you're playing to win, both Sham and Sherry are pretty good as well as being pretty unique. Sherry's gimmick lets her use cards in completely unique ways, and Sham fills a niche that no character in the base cast really shares with her.
If you're looking for DLC characters that are good at winning matches, yeah, Sham & Sherry is probably the best pick, although the vast majority of the really good characters (Marc, Peat, Yuki, Tomomo, Sora, Kai, Poppo) are part of the vanilla cast.
That said, just pick whoever you like best. The difference generally isn't terribly large when it comes to your chance of winning; for a game with this many characters, it's pretty well-balanced for the most part.

First look at the design and choose your character.
Or during the all character events, try playing several characters and buy the fun character
The breaker pack is the most important character pack only because it comes with campaigns. If you like Yuki/Tomomo/Store Manager, then Star Breaker will be pretty fun for you, too
the Nath/Tomato+Mimyuu and Sham/Sherry packs are probably the best character packs to pick up if you can only get one or two of them after the breaker pack
Star and Sweet Breaker are definitely a good extra option (giving you more campaigns and maps)
However, I personally suggest getting the full bundle the next time you can while it's on sale (Aside from the purely cosmetic ones, but even then) simply because that's a huge savings you get and it gets you all the characters and you support the fantastic devs.
