I think she's by far the easiest boss in hyper difficulty.

But really there's very little that can stand up to her above 400 stars. The fury perk she gets is way too good, punching past shields and making it so if you're facing a 3+ attack roll you may as well evade because defending means you take at least the full damage anyway. As far as I can see that pretty much mandates Poppos to keep her stars down and hoping like heck she doesn't throw many abilities that generate stars for her.
As has been pointed out elsewhere, you can Ubiquitous the Big Poppo minion and it still takes the stars from Star Devourer. That's a little safer because the minion can't respond by killing you.
You forgot "and can dodge almost everything".
4x high-level Support Tsih for the extra cheeky setup that fails as soon as SD uses Poppofication
And the best part was we had one Poppo just to shorten his stars. We didn't know what star devourer was like except the one who played as Poppo. Since we didn't know, and the one who fought star devourer wouldn't tell us about him we just straight up went attacker lineup with fast rec and poppo as avenger. It was an 800 star clutch
won on first try :D
