/r_picmip 0 is the value for the highest texture quality setting afaik.
I'm using vertex since its release.

Vertex was originally meant for single TMU cards like Voodoo1 and Rage Pro, but then it got 'adopted' to be a 'turn off shadows and see all players setting' not actually considering the little benefit it has for performance since anything Voodoo2 and after with multitexturing capability don't 'need' vertex.
recently just used default
So, back to the original question. Which configuration looks better?
r_lightmap 0
r_vertexlight 0
r_fullbright 0
You said it right the first time, you are a normal person. Neither noob (well, you could have been at the time of righting this.. so what, we are all noobs on a new game) neither ignorant. Its all about enjoying the game.
I was playing Q3 Arena back in the day almost all day long. I was quite competitive as well, being almost always in the top 3 in a match in every matchup (sometimes more). Unless I went up against some real nutjobs which had more than just a "graphic" advantage. They had crazy skill I think the aliens bestowed upon them. lol.
Point being I have always refused to do all this silly lightmap overbirhgt force model ♥♥♥♥♥♥♥♥. If I wanted to play pacman 3D I'd go for that. The wonder of Quake is the world. Its not ignorance, its utter disregard for what should be seen as cheap tactics to get wins. These options were added to the game in the early days to give an edge on frames due to it being a demanding title (believe it or not) for its time.
People simply exploited it beyond belief and it became a standard.
For any NORMAL person that is not the way the game should be played and it was never intended to be played with all that crap either. Aside from that, people telling you its a must are simply those that get frustrated over others exploiting the system and now its a given. It shouldn't be. If we all were playing on the same visual settings, it would still be as competitive as a title.
As for that whole "you see them better" idea... Yeah, you do. And that is the exploit. With normal graphics it comes down to also being able to spot your enemy adding extra skill, as opposed to have your hand held and just tossing bright points on your screen for you to aim at and shoot. Herp derp.
For this reason I continue to this day to play the game with whatever visual properties look good, and screw the exploitable cheap self proclaimed "pro" bunch. I'd rather never be a part of them if it means I play the game on its most disgusting visuals and how it was never intended to be played.
Fingers crossed NONE of this transfers over to Quake Champions, and I don't think it will. Pro players look down on this. They can suck it though really. If they are that pro they should show their skill no matter what the condition.
You know there are actually maps on Quake 3 (live now) that were initially DESIGNED to limit your view with fog so the enemy can creep on you? That is a different confrontation and as pro-play and skill involved as any. An element which those that played the game as intended experienced, whilst cheating pricks would run around the same map spotting you a mile away giving you no chance.
Talk about people completely pissing on a title just because they want to add "hold my hand" cheating mechanics to it. And that is all it is. And also, dumbing down. But people complain today about Quake Live being dumbed down with adding starter weapons and adding auto-jump when held down. LOL. Bias much? When they do it they justify cheating and dumbing down with "pro" play. haha. Its ridiculous.
And that is why I left the Q3 competitive scene completely by 2008 and good riddance. Still play it just because I love the game, not to compete with all these cheap pricks.
So looking forward to QChampions bringing me back in. They better not allow all these stupid graphic options in it I swear I'm riot protest or something idk.
Not only the whole "pro" stuff derailed Quake it also buried what was once a very nice, inventive and creative creator community., making pretty much the entire series bubble only in the "winners". Nowadays there's so many new indie "arena shooters" that desire for being the same old click-the-bouncing-lightbulb game they repeatedly desire without awareness on why that has been so repulsive . So much history repeating

omg yes. completely agree. I even saw a part parody like indie game that had rats or something for enemies? lol, you couldn't even tell. It was pretty much Q3 with no textures again. Buncing light bulb is the perfect way to put it.
I remember downloading so many creative and beautiful maps, content people put time into to make. And with that a lot of wonderful character models as well.
Defeats the purpose when people see maps as just plaiin surfaces and the enemy has put force player models on and everyone was that blue neon skeleton jumping around. Quake Live made it even easier to create your own big bulb of light to shoot at.
I settled for something in between in the end. I have made player models coloured, but in a way that I feel looks good (they are somewhat like energy, with red heads, lol, I tried to play around with it till it looked good and not just a blotch of light), but the map graphics I did not budge. I put that sh!t right were it looks good to me.
See if I can upload a pic with what it looks like, you might like it.

Actually, even after playing with the colours so all enemies are the same, its still not bright and more natural. But you could play with said settings and make them marginally more visible without making it look ridiculous.
The maps are not only with everything high (played around with all bloom settings too and the rest of it) they are also more saturated cause.... colour. Thats why. lol.
Here are the settings I use-
